Giving a push to his `Make in Maharashtra' campaign, Maharashtra chief minister Devendra Fadnavis has decided to further simplify the existing process to get permissions to set up an industry in the state.
In a meeting with the Industries Department, Fadnavis decided to remove several bottlenecks.Some of those which have been done away with include the Bombay Tenancy Agriculture Land Act (BTAL).The Industries Department has asked the Revenue Department to do away with BTAL which applies to companies which want to set up industries on agricultural land. Any company wanting to put up an industry on agricultural land will now be granted permission within five working days.
It is also being proposed that all industries and manufacturing units in Mumbai will not fall under the local municipal authority but will be brought under the MIDC.Aware that environmental clearances take a lot of time, Fadnavis has also asked the Industries Department to aggressively look into whether the state should do away with the sanction of Maharashtra Pollution Control Board for a project if an approval has been granted by the MoEF.
More importantly, the state has decided that the industrial location policy which was devised to ensure industries set up their business outside Mumbai to decongest the metropolis -the policy will now be scrapped. A senior state government official said the policy has been outdated and was proving counter-productive in setting up businesses in Mumbai.
The state now proposes to increase FSI on agricultural land in case it is being used for industrial purpose. The government now plans to increase the FSI to 0.2 from .08 .
Earlier, industries had to take two different permissions if they wanted an electricity connection for setting up their industry and another when the production started. The government has now proposed to club these two as one. A power connection for construction of an industry and power connection for industrial operations will now no longer require two applications, a single one would do.Henceforth, VAT, CST and professional tax registration will be clubbed into one.
